Average Cell Phone Bill in Canada: Plan Prices and Household Spending

Updated

Rogers and Bell averaged $54.25 and $56.30 a month in revenue per mobile phone customer in the second quarter of 2026, before taxes and device payments. This page sets that against the federal government’s survey of plan prices, what households in each province spend on cell service, and the list prices of big-three, flanker and budget brands. It is part of our cost of living guides; home internet, the other telecom bill, is on the average internet bill page, and every household cost together on average household expenses.

Average cell phone plan prices

The federal government’s 2025 price study (Innovation, Science and Economic Development Canada, with prices collected by Statistics Canada in the fall of 2025) gives these national averages and lowest available prices by plan size:

PlanAverage monthly priceLowest availableAverage in 2024
450 minutes, 300 texts, under 5 GB$37.28$8.66$30.70
unlimited talk and text, 5+ GB$70.63$30.45$63.80
unlimited talk and text, 20+ GB$73.51$32.77$65.04
unlimited talk and text, 50+ GB$75.97$38.42$67.82
unlimited talk and text, 100+ GB$87.87$50.85$89.39

ISED, Price Comparisons of Wireline, Wireless and Internet Services, 2025 edition: market-share-weighted average monthly prices, including promotions, averaged over two years.

Compared with 2024, the average rose for some plan sizes and fell for others (last column). Over 2023 to 2025, ISED found the price of 100 GB or larger plans fell 22.4% a year. The average Canadian subscriber used 10.7 GB of mobile data a month in the first quarter of 2026, up from 8.8 GB in 2024 (Canadian Telecommunications Association, from CRTC data).

The carriers’ figures are a different measure from plan prices: average revenue per user is mobile service revenue divided by the number of customers, so it reflects every plan and discount customers actually have.

Cell phone spending by province

Statistics Canada’s Survey of Household Spending shows what households spent on cell service; a household often pays for more than one phone. ISED’s regional plan prices group British Columbia with Alberta and the four Atlantic provinces together.

ProvinceHousehold spending on cell service, 2023 (monthly)Average price of a 20+ GB plan, 2025 (ISED region)
British Columbia$123.92$72
Alberta$147.08$72
Saskatchewan$140.92$79
Manitoba$130.25$80
Ontario$131.17$77
Quebec$103.83$65
New Brunswick$113.75$80
Nova Scotia$115.67$80
Prince Edward Island$112.17$80
Newfoundland and Labrador$124.17$80
Canada$124.50$73.51

Household spending: Statistics Canada, Survey of Household Spending 2023, Table 11-10-0222-01, “cell phone and pager services”, average per household; monthly = annual ÷ 12. Plan prices: ISED 2025, regional weighted average, rounded to the dollar.

Household spending on cell service was highest in Alberta and lowest in Quebec. How phone bills fit into each province’s overall costs is on the cost of living by province page.

How Canada compares internationally

Average monthly price of a plan with unlimited talk and text and 20 GB or more of data, in Canadian dollars (ISED 2025 study, fall 2025 prices):

CountryAverage monthly price, 20+ GB plan
Canada$74
United States$61
United Kingdom$19
Australia$34
France$14

Canadian carriers compared

Canada’s carriers fall into three groups. Rogers, Bell and Telus run their own networks. Each also owns a flanker brand (Fido, Virgin Plus and Koodo) and a budget brand (Chatr, Lucky Mobile and Public Mobile) that use the parent’s network. Videotron owns Fizz and Freedom Mobile.

Flanker and budget brands run on their parent company’s network, but plan terms such as speed and 5G access can differ.

List prices on each carrier’s site on September 24, 2026, per month before tax, bring your own phone:

  • Rogers: 60 GB at $80 and unlimited plans at $100 to $115 before bundle and Auto-Pay discounts ($50 to $85 with Rogers Internet or TV and Auto-Pay).
  • Lucky Mobile and Chatr: $25 (5 GB), $30 (15 GB) and $35 (30 GB), plus $21 (1 GB) at Lucky Mobile, including the bonus data each gives for automatic payments (Lucky calls it Auto Top-Up). The plans are for new customers.

Plan sizes and prices change often; confirm them on the carrier’s site.

What a year of cell service costs

Annual cost of two of those list prices, before tax:

ApproachMonthlyAnnual
Big three unlimited plan (Rogers Popular Unlimited, regular price)$100$1,200
Budget brand, 15 GB (Lucky Mobile)$30$360
Moving from the big-three unlimited plan to the budget 15 GB plan in this table saves $840 a year, with far less data.

Ways to lower a cell phone bill

  • Flanker and budget brands use the big three’s networks; their list prices for a given amount of data can be compared with the parent brand’s.
  • Bring your own device: a plan without a financed phone has no monthly device payment; buying a phone outright, or a used one, moves that cost up front.
  • Plan size: with average use at 10.7 GB a month, comparing your own usage with your plan’s allowance shows whether a smaller plan would do.
  • Renewal and promotions: carriers run limited-time offers, and asking about current plans before a contract ends is a way to see them.
  • Multi-line plans: adding lines to one account can lower the per-line price; comparing that with separate plans shows whether it does.
