Repayment Assistance Plan forgiveness (Stage 2)
The RAP forgiveness path is the primary route for most borrowers who cannot repay their full balance. It is not a fast process — it requires years of consistent RAP participation — but it provides a guaranteed endpoint.
How it works (detailed)
Stage 1 (years 1–5 of RAP):
- Your payment is capped at a maximum of 20% of your monthly net income above amounts for basic living
- If income is very low: payment = $0
- The government pays any interest that your contribution doesn’t cover
- Your principal does not increase, but it doesn’t decrease if your payment is $0
Stage 2 (after 5 years of RAP or 10 years of total repayment):
- Government also covers principal shortfall
- Even if your payment is $0, the government applies money to your principal
- Your balance actively decreases
At 10 years of RAP or 15 total repayment years:
- Any remaining federal Canada Student Loan balance is forgiven entirely
- You receive a statement from the NSLSC confirming the forgiven amount
This amount is NOT taxable income
Student loan forgiveness under RAP is not included in your taxable income — you do not receive a T4A for the forgiven amount. This differs from some US programs where forgiven amounts are taxed, and from certain commercial debt settlements that do generate income for tax purposes.

Apply at nslsc.canlearn.ca after your repayment period begins. You reapply every 6 months. You must apply to stay on RAP — it is not automatic upon missing payments. Gaps in RAP participation can reset your timeline.
Canada Student Loan Forgiveness for rural healthcare workers
This is the federal government’s most significant loan forgiveness program for a specific profession group.

Eligibility requirements
- Must hold a valid full Canadian licence to practice
- Must work full-time (at least 400 hours per year) at an eligible rural or remote community
- Community must be on the federal “underserved communities” list — not all small towns qualify
- Must have an outstanding balance on a federal Canada Student Loan (not a provincial loan or private line of credit)
- Must not be in default on your loan
- Prior RAP participation does not disqualify you

Important limitation
This forgiveness applies only to federal Canada Student Loans. If you have a provincial student loan (e.g., Ontario Student Loan) or a private student line of credit, the rural forgiveness program does not apply to those balances. Some provinces run their own rural physician/nurse incentive programs that may cover provincial loan portions or provide other financial benefits — check with your provincial health ministry.
Severe Permanent Disability Benefit
If you have a severe permanent disability that prevents full-time work and makes it unreasonably difficult to repay your student loan, you may qualify for full loan forgiveness under the Severe Permanent Disability Benefit.
What counts as severe permanent disability:
- A physical or mental condition that is permanent (expected to last indefinitely)
- The condition severely impairs your ability to perform activities of daily living
- Assessed by a medical doctor, nurse practitioner, or audiologist (depending on the condition)
The process:

What about general “forgiveness for everyone”?
Canada has not implemented and has not announced any broad student loan forgiveness program comparable to various US proposals (e.g., forgiveness for all borrowers with balances under a threshold). The available programs are:
- Needs-based (RAP for low-income borrowers)
- Profession and location specific (rural healthcare)
- Disability specific
Borrowers waiting for general forgiveness should not pause their regular payments — there is no guarantee of a broad program, and missed payments can trigger default consequences.
The 7-year bankruptcy rule
While not technically “forgiveness,” government student loans can be discharged in personal bankruptcy 7 years after you last ceased to be a full-time or part-time student. Before 7 years: student loans survive bankruptcy. After 7 years: they are discharged like other unsecured debts when you file.
A court can also reduce this to a 5-year waiting period if:
- You have tried to repay in good faith
- You demonstrate financial hardship that would continue to make repayment unreasonably difficult
Private student loans (bank line of credit) can be discharged in bankruptcy at any time after the standard waiting period for unsecured debts — they do not have the 7-year rule.
